It was something that German tourists did in the 70's and possibly still do, sandals with socks - bit like the japanese.

I don't wear boots much because my feet get roastingly hot in them but I do wear socks with sandals if I'm out in the sun full time. It's easier than sun cream sliming up the sandals. No socks the rest of the time unless its below 10 degrees out and about. For me to wear socks and boots it would have to be approaching zero or below.

I can't figure out when traveling through Dandenong in Vic that you see people from India and the African nations wearing Suits or coats and jumpers in winter and then go about wearing just sandals on their bare feet.
Maybe their feet don't feel the cold?
