There was a working one at Grey,however I didn't think it was the same one as there aren't many large dunes there,its a crayfishermens camp close to The Pinnicales.

According to Telstra's payphone listing it's not there anymore.
Another couple of clues, whilst not near the Indian ocean there is a connection to the location. The broader area also has a maritime connection to Dumbarton in Scotland.
