Oddly, the state supplies the rear plate and the owner the front. Plates are issued to an identity rather than a vehicle.

BINGO! I knew we'd get there sooner or later. People were getting quite close with the French-Dutch observations.
The vehicle was actually used by the 1992 Netherlands team for the Camel Trophy. Here's a shot of the back...
