Nope, NE (ish) of there.

As a reward for spelling Zeehan correctly, a clue, the water tank was for the adjoining old railway line and has nothing to do with the building(s) with the river meandering along side.

I first thought Don River Railway , but it looks different somehow, perhaps in light of the answers so far its worth a mention.

Austastar is the closest so far, no it's not the Don river railway.

Definitely Deloraine , an old water mill, this one from the park by the Meander River with the old steam locomotive

Good enough Austastar.

Not your average water mill though, originally a hydro power station when it opened in 1907. It has also served as a maternity hospital later in the 20th century before being privately owned and is now a residence with its own rebuilt power generation equipment.
