Not really that surprising , reckon its happening in more places than just the Thai fishing industry.
Wasn't the American armed forces doing the same thing , giving criminals the option of doing time or doing service in the forces.
Hell , if I worked out how many hours I worked in my 30 yrs in the fishing industry, some would say it was slavery pay.

Yeah but these aren't criminals, they are refugees from Burma running from the Burmese Amry or drug lords who escaped on boats and were then kept prisoners on the boats. The boats rarely come ashore and the workers are kept at sea, often at gunpoint, and forced to work. If they refuse they are shot and dumped overboard or taken ashore and killed or held in jungle prisons. Corrupt Thai police and Navy are paid to turn a blind eye to this. The Thai Govenment has recently found a graveyard near the Malaysian border filled with bodies believed to be Rohingya.

However, a long way from releasing prisoners to serve as deckies on fishing boats, a totally different concept. I , too, would love to be paid all the overtime I accrued whilst in the service. Something I picked up of Ranga, ask if they have Australian fish, if they don't then no fish today. Actually the stunned look on their faces as you walk out becomes funny after a while.
On the slavery note, humans never cease to amaze me with their lust for money, and what they do to others. Very very sad.
Crims on boats is a good idea, plenty of litter out there. They should be put to use all over the country instead of keeping beds warm.
