I do believe it's about pads these days since the removal of asbestos. Now pads contain metal and/or ceramic mixes that wear the rotors.
In times gone by you could watch race cars at night with rotors glowing red from heat. Now when you watch them you see sparks flying out through the rim.

I have seen a couple of home made rifle benchrests made out of rotors.
Every Friday the Melbourne Herald Sun has a cars liftout. They used to have a letters page where people could write in with questions about cars.
Back when modern cars started to wear rotors at a faster rate (around late-ish 90's from memory) there were lots of people writing in that had a car in for a service, with low km's, being told that they needed new rotors.
The explanation by the newspaper, stated many times to different writers complaints, was the softer steel for better braking.
This is where I heard it. Whether or not it is true, it did come from a reputable source, not my mate at the pubs brother in law's sisters friend.:)
