What I see here is that a event has happened more than once, more than a few times, and so somebody has applied some 'common sense' and set up a system that detects somebody / person is in the back seat.

It then gets flagged under the 'safety' banner and goes to the top of the list for implementation.

Common sense would say that the others in the car would think to get the child out. That doesn't work and so a designer type person applies his own common sense and develops a system
