As someone who has been taken out the back of St Albans cop shop and beaten by at the time a Seargent and a D i can tell ya that aint true.
They tried to get a confession out of me, yet had to drop the charges on the day of court.
Thus the beating you suggest never hurt anyone did infact hurt someone.

That is ASSAULT and illegal under out laws.
Answer is simple. Private companies run most of the prisons and make sure to have quality prisons available for as many inmates as possible.
Its a business! They never spend more than they receive.
Its basically a big scam. Put people in prison over petty crap like possession charges and the fat cats get paid.
Dont get me started on how many people are in prisons in Australia that are infact not guilty.
