Many years ago, I worked on the railways. We had to be "trained" on each and every route we were to travel on, which meant a number of trips worked under the supervision of a trained / experienced driver before we were allowed to "fly solo" so to speak.
Given that the article is referring to a new train route - I suspect that the problem might be simply a shortage of drivers trained specifically for that route. ;)
So, let me get this straight?
You need a trained train driver to train a train driver.
So first you need to train the train drivers to train the train drivers to drive the train. Then you can start training the untrained train drivers to drive the trains.
After the train drivers are trained to drive the train you then need more trained train drivers to the now trained train drivers how to drive that specific train on that train track.
Not confusing at all.
Anyway, got to go and catch a train to train driver training. Oh, that's right, there are no trained train drivers to train the train driver that should be driving my train to train driver training!
