Seen this yesterday. Took a pic. What is it? The head was rotating. Looks like it can come of the back of a truck or trailer like those pods containers.
Was at a business on Cormack Rd. Wingfield. S Aust.

Seems to be a 16 or 17" wheel as opposed to the rest that are 22.5", too.
