Not certain, but it looks vaguely familiar from my past life. We were providing security support to 72 EW Squadron (electronic warfare) and it looks like something the Sigs were using as they laid out Comms lines - possibly a Comms tester of some sort, though the dB meter could suggest something else.
Just had another look at pics, and the Port / Starboard plugs suggest maybe some Pussers' gear?

Austastar could be onto something there. Didn't the yanks have a masking system on their frigates that altered the acoustic signature to deceive acoustic homing torpedoes? Could be a testing unit of some sort, possibly,maybe, apparently?i

It's called " mask the turn count". Where revolutions called for might be 200, on the order " mask the turn count" A. engine increases revs to 205, B. engine decreases revs to 195. Or it could have been 10 rev difference, not sure. This was used in conjunction with, I think it was called, a nixie [ could be wrong there.] A device that when towed behind the ship, rotated and created a noise similar to the noise the ship made. In theory, the enemy torpedo homed in on the nixie, I'm so glad we didn't have to put it to the test. That gizmo has MOD 1966 on the case. Could be RN.

Found the Nixie. this is a modern version of what we used, which was basically a noisemaker. Interesting to read the modern version's frequency can be adjusted , and sometimes was used in pairs. Wonder if the gizmo is the frequency adjuster?
