There was a clubhouse in a neighboring suburb a few years back and the club regularly sent the "Nom's" around the place to mow lawns and do other odd jobs for the elderly residents.

In the case Roverlord described, decent police would most likely thank the maybe ex gang member for catching the petty criminal even though they may have been keeping an eye on what else he gets up to. Someone who may be involved in dubious activities of types the police watch would not like them being supplied with a phone number they may not already have. However, those who realise how readily calls can be intercepted are normally careful about saying things on the phone that they don't want authorities to know about.
Put it this way, he's a wealth of information of what's going on in the neighborhood. He doesn't lock up stuff at his home and nothing gets pinched. He's there to lend me a hand if I need it. He's my fishing buddy.
He knows where I am as he has me tracked on google and rings me worried that I have gone out fishing without him . He always has a beer in his hand and if he sees me working on my car, he comes to supervise me with a can in his hand and another coldie in case I get thirsty. Trouble is I don't really drink much , so often he drinks it for me.
