In the case Roverlord described, decent police would most likely thank the maybe ex gang member for catching the petty criminal even though they may have been keeping an eye on what else he gets up to. Someone who may be involved in dubious activities of types the police watch would not like them being supplied with a phone number they may not already have. However, those who realise how readily calls can be intercepted are normally careful about saying things on the phone that they don't want authorities to know about.
