Yes looks like a stall in a turn but there is no obvious reason to turn - possibility trying to fly too slow (was apparently in formation behind another seaplane) and stalled straight ahead and straight into a spin (the turn). Maybe flying very slow and the wake from the other aircraft caused one wing to stall.
It was a relatively soft crash so was a bit surprised they died but when water is involved it makes recovery more difficult.
