That reminds me of an incident that happened not long ago near here that turned into a joke of all things.
I like to tell it as a joke because no one believes me otherwise 
A man was travelling through a suburban area, and happened to pass a speed camera parked on the roadside. He checked his speed and it was under 60 so he was right. The speed camera flash went off however.
Confused as to what had just happened he knew he was under the speed limit and was definately abiding by the law. He circled the block and tried a pass again - this time doing 50km/h. Once again the flash activated.
Becoming rather agressive, the man decided to make a third pass and if the flash activated he would complain to the local police station that their equipment was malfunctioning. He passed the camera at 40km/h and to his disgust - the camera activated again.
He contacted the police station in which they could not help him immediately and advised that when he received his infringement notices, to appeal the decision and provide proof that he was not speeding at the time of the detection.
The man returns with three seperate sheets including detailed photographs of his vehicle. The man points at the speed recorded and says that it was "clearly marked as a 60 zone".
The officer smiles and says to the man - "Well sir, these photographs clearly indicate that on three occasions you failed to wear a seatbelt. What would you like to do?"
I had a laugh. The question is if speed cameras are capable of capturing images of vehicles, if the vehicle does not activate the speed sensor? Can it be activated at any time by the officer on board?

Urban myth.
its like the story about the guy who strapped sticks of jelly to piglets and one ran under the landrover and exploded. of course the car was not insured....

i've heard that story before and believe it to be a myth also... but... yes they can be activated manually by the officer inside

They did have an incident in Canberra where the plates were stolen from a camera van and then used on a car that speed past the same camera van. Since the ticked wasn't paid the entire fleet was automatically de registered by the system.
