This sort of thing has been going on for a long time.
Years ago in the UK most electronically injected cars had a 'flat spot' at around 50mph. This was where they did one of the fuel economy test figures so most manufacturers leaned the vehicle off at this speed !!
Some of the aftermarket chips just got rid of the flat spot and the overall economy improved.

Lots of newer diesels use Adblue to reduce emission levels.
