    Is it just a fan, with the internal blades moving slowly round to blow in all directions?

    Another guess is evap cooler though it looks a bit small

    This may be a little cryptic as its a crop of a larger photo to stop thievin' cheats like mitch! Unless of course google is just as clever with cropped photos, which it probably is. Guessing Game Mk III : What Engineering Marvel is this.?
