When tubeless tyres first appeared in the 1960s, they were routinely fitted to these wheels, or at least similar ones. And probably quite a few still are. Rims with the extra rib to secure the tyre did not become standard on most wheels until a couple of decades after most cars were fitted with tubeless tyres. I suspect quite a few here (including myself) have run them like this.
While it can be argued that the tyre will deflate rapidly and possibly roll off the rim when exposed to sideways load with very low pressure, in these circumstances the presence of a tube will provide very little margin of safety. In my experience, pressures low enough for this to be a significant issue are just as likely to see a valve pulled out of a tube by the tyre creeping round on the rim - we had a lot of problems with this in the Simpson in the 1960s.
