Friend works in a government nuclear facility and they had heath and safety remove all cups and replaced them with cups with a lid like you might use in the car. Seems an open cup had too high a danger rating as if you spilt liquid someone might slip and hurt themselves. This had never happened. The safety people did not see the funny side when they were told the risks here were the people who were experimenting with various potentially nuclear devises who might start making incorrect decisions or start shaking if they were not able to obtain a coffee fix rather than the cups.
Yep, we have been told all cups taken outside the kitchen must have lids to prevent spills of hot drinks causing burns.
I think I'm glad i work alone ...well with my wife .
She shouts at me if it appears tooooooDangerous , most of the time i get " I told you so " or "You are a goose "

I was told that on a site a guy was walking and talking on his phone, and walked into a pole. The management response was to require everyone to wear a hard hat.
Did they put padding on the pole?
