I would have thought the easiest and cheapest option would be to float a huge 'dozer in ... have it rip all the stumps out ................ Then use your little tractor over the next few years to drag all the stumps to a spot to burn ............ then level the paddocks with the tractor ......... Maybe by ripping them, then dragging a smudge bar over them.
This is what the pine plantation up the road from my house has done. A dozer spent quite a bit of time in there. It ripped all of the stumps ... but then they just planted the next crop without removing any of the stumps.
