The Chinese have built a couple of coal plants in Africa, in Egypt and Malawi from what I can find. Certainly not "thousands". There are apparently about 100 coal plants in China currently being constructed but far from this being a sign that the Chinese government is in favour of coal, the Chinese central government had actually ordered that work on the plants be halted - it's the regional governments that are pushing construction through, and that's apparently to generate jobs rather than power:
"However, some researchers believe that the building of these plants has more to do with boosting the local economy in China than with boosting emissions.
"Coal power plants run only about half the time in China, and one could argue the new capacity is not needed," said Glen Peters, from the Centre for International Climate Research in Oslo, who was not involved with the report.
"The new coal power plant builds are most probably about keeping the economy ticking along, particularly from a provincial government perspective, rather than being needed for future electricity generation.""
If you're referring to ERM Power then (a) they don't own or run any power plants in Victoria let alone any coal ones - they run 5 gas powered low emission plants in Queensland, (b) following a call by the LNP's energy minister to build more coal stations (wonder what prompted that?) they proposed to re-open Hazelwood and to build a coal plant in NSW - so not two coal plants in Victoria. And for what it's worth, I doubt that they'll ever be built - it's not the Federal government's role to build power plants in Victoria, or NSW for that matter. You also failed to mention that ERM Power also plan to build a pumped hydro power station.

I have professional experience in project finance here and overseas, primarily oil and gas but also renewables. I had Chinese SOE clients and wrote an essay on Chinese project finance as part of my Masters, so I'm familiar with their projects. But the above was 5 minutes research on Google.
Edit: and as I posted elsewhere, no sensible bank is interested in funding coal plants because they're the definition of stranded assets.

I didn't mention pumped hydro as we were talking coal, but pumped hydro is a great mix for using off peak coal power to pump at night then selling the power into peak loads.

Snowy Hydro 2.0 won't involve coal.
The interesting thing is that the best business case for Snowy Hydro is to build absolutely nothing. Contract other people for huge amounts of solar and wind resources and just make sure there's enough water stored to cover the gaps. Base load power, just like that. The pumped hydro thing is best suited to entirely different sites, closer to actual loads. Reservoirs need to be a lot closer together than the Snowy ones to be cost effective.
And today they dropped the charges by 10% again, having listened to the howls of outrage from offended owners.

Workforce reductions are probably from those hired to ramp up production and sales before the end of 2018, not really needed now. Yes, Tesla management is still a bit erratic.
