Maybe read the rules etc - under normal circumstances the answer is not but there are a whole lot of regs and legislation that can suspend it temporarily if enacted - one of these are the health orders - citizenship cannot be cancelled but movement can.
On a separate issue - you need to check with the system administrators why your quotes are not displaying correctly.

What realy gets my goat is people that insist on travelling overseas/interstate during these uncertain times knowing full well that getting back home can be difficult and then whine and moan about the restrictions on return travel that are already in place and other restrictions that could be put in place at short notice.

Public Health is a state matter under the Constitution.
States pass Public Health Acts which give them the power to declare states of emergency to control their borders to protect public health.
Palmer and Porter tried to challenge this over WA and Qld border controls, but the court upheld the powers of the states to regulate public health.
The law is clear.
States can stop ships from crossing state borders. They can also stop people, including residents, crossing state borders on foot, in vehicles or on planes.
Federal borders, usually further out to sea, are matters for the federal government.
So, in the case of the Ruby Princess, the federal government allowed the ship to cross the national border, and then the NSW Government allowed her to cross the state border.
