I think you’re right sorry. There is a payment for SA residents that are part of a cluster but that counts it out the rest of the time.

Yeah, that's what Victoria thought whilst it kept steadily climbing. It didn't hit 770 a day over night, that took months of hard work. Oddly enough though they eventually figured out that "staying the **** home" and wearing masks seemed to get it under control. Magic.

Anyway, enough 'Off Topic' waffle! Let's get back to the O.P. waffle.

Good to see the inadequate support being increased yesterday, particularly for people on welfare who have lost work. Welfare payments are so low that people are forced to work part time just to pay the rent and buy food.
Students are an example. Instead of being able to concentrate on their studies, most students have to have part time jobs to stay afloat. For example, one of our grand daughters in Brisbane just deferred her studies for the first half of this year so she could work and top up her bank account so she can focus more on uni in the second half of the year.
On the one hand the government keeps welfare so low people are forced to work. Then, until yesterday, it was denying them Covid support if they lost that work. Very unfair, and I'm glad it's fixed.
One improvement on Jobkeeper is the money is now going directly to people who lose work, rather than to employers who massively rorted billions of dollars of it, so that's a big improvement, and better value for taxpayers.

A distinction needs to be made between welfare / jobseeker payments and austudy / student scholarships.

Jobseeker is welfare. Student study / research support is NOT welfare - it is public investment in education / training which benefits everyone. The problem is that government also sees student scholarships as welfare, when it is not.

There was no JobKeeper for students on scholarships, and similar to your example, 1000’s of students have had to defer their study (which means deferring scholarship - so no income) as a result of covid restrictions. But there is no recognition of this as lost income - students on scholarships / Austudy are not eligible for any emergency covid payments for loss of scholarship / austudy. They are expected to stop everything and magically get a job. Similar to your grand daughter.
