The Premier announced the changes on Tuesday, to huge publicity, including the midday Friday change. The new regulations have been online since earlier in the week. So there was plenty of notice.
The same thing happened last time the restrictions were changed - existing passes became invalid and had to be replaced. The new passes are only valid for 7 days. 
Previously they had to be attached to the left side of the windscreen so the border official could read the A and check there was a pass for each person. Now it sounds like they might stop every vehicle, which will slow the process. ID has to be carried.
There are claims that people have been smuggled through inside semi-trailers like refugees, which would be pretty desperate if true.
