Control the virus, control the fear and control the economic outcome.

Assume we can move from one scenario to another in the blink of a randy guards eye... once in control, stay in control. Once out of control, very hard to get control as two contagions are allied - virus and fear - and the stronger the feedback loop becomes between fear and economy.
