If they were international travellers they would have been in hotel quarantine, not at home.
If they came from interstate since July 10 and they came from Victoria, Liverpool or Campbelltown they would have been turned back at the border or sent to hotel quarantine at their expense.
If they were Queenslanders returning from hotspots since July 10 they would have been sent to hotel quarantine.
There is a reference to people returning back to April, so maybe they were Queenslanders returning before July 10 who had been to a hotspot, remembering that the list of hotspots declared by Qld since March previously included other parts of NSW which have since been taken off the hotspot list. They were able to isolate at home.
Maybe some people gave the correct address at the time, but have since moved after the quarantine 14 days. Almost half the population rents now.
Some people live permanently on the road and don't have a home address, so maybe they have just changed caravan parks and headed for the warmer north.
Maybe someone in the family is sick and they have moved to care for them.
Maybe they moved to be near new jobs.
So it's not necessarily as simple as it seems from the headline.
