My brother lives in Houston. With this opening in mind, his sister-in-law planned a family get together with her (her husband is in hospital, not C19), her sister (my s-i-l) her daughter, her s-i-l, her grandchildren, my brother, and my niece. When my niece heard about this she immediately got on the phone to her mother to talk her out of any inclination she had to accept the invitation. (My niece won't even enter her parent's house, regarding them as too old to risk. She will however, do their shopping and either bring it round or get it delivered.)
So while shops, restaurants etc may be allowed to reopen, it is a bit unclear how many customers they will have. I should also point out that local government restrictions are not overridden by the state governor, and the LGA my brother lives in (Harris County) had restrictions in place weeks before Texas did.
