Sorry - I am a bit confused - is this damage on your property or not - you said it is on your side of the boundary. If it is your property then discuss trespass with the police. If it is on government land then take up environmental vandalism with the local council.

Get a surveyor to determine the boundary as per your title deed. Then fence along the boundary. A few star pickets and some wire will not cost much. I assume you are not on a 1000 square miles sheep station.

Your local council should be able to provide a property plan. Get a surveyor to peg the boundary. Erect a fence. Maybe plant trees on your side of the boundary.
If the damage is on your property then report it to the council.
If the map shows the damaged area is a gazetted creek then report it to the council and EPA.
Take lots of photos. It would be good if some photos show the pegged property boundary.
Oh, and make sure you use the right of way regularly, as disused rights of way can lapse. I could tell a story about that.
You might consider making an offer to buy the right of way to secure your access. The surveyor could peg it to confirm the length, width and location.
Councils don’t enforce wilful damage or trespass.
Council should provide survey points (likely for a price), once that’s established it over to the property owner to take matters up with local police.
It should be noted, non-gated, non-signed property doesn’t enable immediate action of trespassing laws.
Just like someone walking up to your door isn’t trespassing - up and until you request they leave the property.
With regard to the ‘boundary’ I recently ran a regeneration project along my boundary creek with funding from the Local Land Services department, part of the Department of Trade and Investment, this is NSW.
The point is they determined that the boundary ran down the CENTRE of the creek and provided me with satellite imaging with the boundary marked with a yellow line.

Traditionally, the boundary was ordinarily set along the middle of a river or creek separating two properties.
