I have heard it said that every road designer should be required to navigate their creations in a wheelchair, so they understand what its like.
Reminds me of the time Lismore council built an expensive landscaped concrete roundabout which proved totally impossible for semis and buses to get around. One got stuck and blocked traffic, I seem to remember.
The council had to jack-hammer it out and start again. The replacement is a flat concrete dish.
The wheel chair needs to be practical allowing access to doctors and specialist appoints. My OT is organising a trial of a couple of all terrain versions
I need to be able to get it into the house to use also.
Currently the rental gets parked in my garage. Access to house is not an option l have at the moment
My OT has been pushing them to prioritise this.
We had quotes fro a Chair platform lift at front door $35K. The NDIS wanted to explore the rear door access option of a ramp. `A ramp is impractical as it needs a long length to get the gradiant to specs, It turns out to be a long boardwalk like in a national park. And Basic ramp 30 metres long and 3 landings quote came in a $45K, NDIS is having a meeting next 2 weeks to decide. THE LIFT and Mods is cheaper by miles and more practical

Good luck in your battles with government departments. They are the pits. Rough footpaths aren't an issue here. We don't have them so mobility scooters.wheelchairs etc just mix in with the traffic.

Having not been honoured with an invitation to Mario and Heather's estate, I'm not familiar with the specific topography, but the general geographic area is not noted for its wide and sweeping plains. Many of the structures in the greater precinct appear to be desperately clinging to near vertical tracts of terra firma.
