That would be Harold Thomas, the gentleman who created it somewhere around 1971.

As is customary when a copyright owner determines how and where his copyrighted intellectual property is to be used. The fact he's sub-let the rights to 2 companies (one for flags and one for clothing) and they vociferously defend the intellectual property rights they have bought (or leased) to protect their investment is just good business on their part.

The "Aboriginal Flag" does not belong to Aboriginals. It belongs to the man who created it and he apparently wishes to continue profit from his creation (as is his right).

The Aboriginal flag has absolutely Nothing to do with Citizenship whatsoever and I am dumbfounded that the question is in the test in the first place.
Maybe the question was added just to appease the Lefties

    Wikipedia puts it succinctly:-
"The Australian Aboriginal Flag represents Aboriginal Australians. It is one of the officially proclaimed flags of Australia,[1] and holds special legal and political status. It is often flown together with the national flag and with the Torres Strait Islander Flag, which is also an officially proclaimed flag.[1]"

"The Government of Australia granted it "Flag of Australia" status, under the Flags Act 1953, by proclamation on 14 July 1995."

It seems that it has similar status to the national flag, and hence would seem to be a reasonable question to ask.
