The devil is always in the detail (or in this instance the lack of it). It'll take years to unto the damage done to the system due to chronic underfunding. The policy of "don't replace them when they leave" over the last 5 years has seen a severe deficit in experience on the ground, and the sudden "hey, not that you were understaffed, but you can now employ another 50% full time nurses" doesn't solve a problem when you can't get them and you have nobody left with the experience and time to train them.
Why do you think the border has stayed closed? They know if COVID gets in here people will die because the health system is stretched beyond capacity as it is. Pardon me if I don't go all fanboy on the "upcoming" budget, but there is years of work to try and remediate the damage done. A quick cash splash is good for headlines, but that's about as far as it goes.
