Are they paying you for business use of the vehicle ?
If so I guess they are within their rights to specify the fuel usage figure.
I had a situation where I run a car on a mileage allowance but they paid for all the fuel. I was informed I needed to run a smaller vehicle (it was a petrol Territory at the time). I suggested that they couldn't insist that I buy a car that I could not take my family out in (5 kids at home at the time).
The MD pulled his head in ! When I switched to a diesel Territory the pressure was off because of much better fuel economy.
Maybe get one of these

Here in UK it is usually a choice to take the car allowance as a car payment which had or I should say had tax advantages or to take the cash and pay the tax.
If you take the allowance as a car payment they gave you a list to pick from and supply the car. Take the cash and do you want. Individual circumstances mean there is no right option but this covers differing an individuals car needs/wants
Many employers are encouraging you to take the cash rather than the car as a green initiative
