Your other points are also valid, however as you said mass production of Solar panels would be the main way to decrease production costs and the best way to get mass production going is to get the home / consumer market interested rather than the commercial market.
If the gov. drops the subsidies there would be even less interest in Solar panels, whereas if the gov. mandated it on new or renovated housing then I can't see any downsides really.
