Drive the car into your local dealer and demand a new one, if it's rusted it is weakened therefore useless in the event of a collition

I don't know I haven't got one but for the amount you pay for them they should.

It's not a question of warrantee it's a question of bad workmanship on the manufacturers part. Get your purchase receipt then Call head office up tell them you purchased on x date installed on X date and demand a replacement.

Its not as bad as it sounds but it is rusting on the Joints (welds) and after all rust does not stop, and go away. But bad considering it was fitted end of Jan this year

My factory fitted one did the same, the powdercoat flaked off and started to rust.
Dealer had the bar fixed, local panel shop sandblasted and two-pack sprayed it.
    - while still under factory (LR) warranty.
Once the two pack paint cures/fully hardens, it's really tough!!
Got plenty of scrap marks on mine from pushing things ,but paint is still on there!!!

I'm assuming yours was purchased direct from ARB, so I'd take it up with them to repair at no cost to you...

    also...
The powdercoat on my aftermarket rear spare wheel carrier has also flaked off, but this took a lot longer to happen, so soon it'll be removed and painted too.

The only reason you get rust on one that new without damaging it is faulty manufacture - mine (ARB ) was twenty years old, no rust, - showing the orange undercoat through the powder coating in places, but no rust. (Then hit a tree, new bullbar!) Take it back, and ask them politely to replace or repair it (properly). You could mention consumer affairs and statutory warranty if being polite gets you nowhere.
