Almost certainly it is the same product, but for peace of mind you might want to look at the detailed labelling. The scrutiny applied to veterinary products is less than for items for human consumption, but since you are talking about external use and the veterinary product is intended for internal use, I think you would be pretty safe. Although epsom salts is prepared using acid, so you would want to be sure it did not contain residual acid, although it is very unlikely this would be present in a product intended for veterinary use.
In any case, the retail market is sufficiently small that I doubt there is any reason for having a different product. A phone call to the packagers should confirm this.

Perhaps a vet would do better! I would have expected identical chemical contents (as per Inc's link)
