50 years of being understanding of their criminals abused past, alternative policing haven't worked and won't work as whether we like it or not it boils down to fear of being caught and severely punished.

Bloody hell, they put a working dog down because it did what it was trained for, biting, now thats what I call soft, again non dog people making dog related decisions, happens here with the ombudsmans office,
lets face the PC world is all about ass covering and not about promoting safety in the community.
The working dogs are trained to bite, not snap not lick but bite, there is no inbetween, in training you offer the arm, if you wear an attack suit the dog will bite anything. I
In reality( the real world) nothing is offered and as opportunists they will bite whatever is is front of them, my shepherd used to launch himself and bite high, when nothing was presented, when he was sent.

Besides, when was the last time you saw a Roman stone Bus Shelter? Maybe with them Roman yobbos all grafitti-ing them, they eventually reduced them to stone chips & dust.:D
There's only one answer for preventing that sort of behaviour, conscription, that would sort them out.
