Looks like the base vehicle is a late 2a, Chassis Suffix "G" onwards, and that could well be a Lomas body out of UK, or a NZ copy of it, probably originally used by a Govt, Council,etc, for Baby health clinic, Library,or custom camping body :) possible UK private import, very well made, it would not been a cheap vehicle when new. just looks poor and grubby.
