I think you may have your dates wrong or perhaps incomplete - my 1960 Citroen ran on 165x400 Michelin X (actually was supposed to be 145x400 at the rear but they used the same size front and back in Australia)- the replacement, a 1974 model, runs on 185 x 15 Michelin XAS. In neither case were any alternative tyres approved. While the 185x15 are hard enough to find (I think there is one model Mercedes uses them), the 400s were worse, even when the car was being assembled in Australia. And 16" is not near enough - tried that with some Pirellis, and they would not stay balanced, only lasted about 20,000 miles compared to the 50,000 you could expect from the Michelins.
