    Capable....Likely

    Registerable.....Doubt it, unless Qld engineers regs are pretty loose, I'd say he probably asked his mate (who most likely isnt an engineer) if he thought they would rego it and his mate said yes.

    It would take a lot more money to make it look reasonable, good money after bad id say.
