Whats the "P" for on the side of the numberplate?

Probationary Licence Holder. From July 2008 in Victoria, white P on red background is for the first year of driving then you change to a green P on white background for a further 3 years of driving.
Would think NSW would be similar. Green P for latter period of probationary licence period.
