OK, to clear this up...

It really depends on the size of the dog. Little dogs are OK for factory tiedown points, medium dogs ok for towballs, big dogs require dedicated recovery points.

The problem with the terminology you use here is it is very subjective. For example my mum thinks she owns a big dog but it is only a kelpie. My dad thinks he has a big dog but it is a german shephard. None are as big as a great dane.
Is there a national classification for dog size in relation to towing device?
If there isn't we should make it an election issue!

You really dissapoint me with this comment...

You should never tie your dog up to the towball with a leash. ALWAYS use a rated tow cable or drag chain. If the leash brakes then the dog can easily become a missile and could cause serious injury.

This is getting to be very complex.

We now need:

A dog sizing standard.

A tow point to dog size rating chart.

A dog size to tow cable size chart.

Maybe we can get a government grant to figure it all out :D.
