Two other factors. Was the driver's blood alcohol simply over the arbitrary applied limit or was his driving ability impaired by his blood alcohol level? Was the vehicle's speed in excess of the arbitrary limit but not dangerous, or was the speed dangerous in the prevailing circumstances?

Well...it would appear that things aren't quite as we're told. The QLD government claims they make very little out of speeding fines. Now we find out that there is over $150,000,000 in unpaid speeding fines in Queensland. Well knock me over with a feather. If these are just the unpaid fines, how many are actually paid?

It would appear that this has slipped past the spin doctors. Despite their claims to the contrary, road safety is mostly actually about making really large sums of revenue for the government.
