    Can I ask? The Westminister (Parliamentary) System of Government to which I was referring, related to the two houses of government, the lower house directly elected by the people and the house where laws are made. The upper house, the house of review, is where laws made by the lower house are considered and either approved or rejected and returned to the lower house. In Australia the upper house has "senators" also elected by the people.

    Is this the Westminister System you are suggesting was introduced by the Saxons? (If that is true, I didn't know that and thank you for your enlightenment.)

    How incredibly perceptive of you, I actually wrote that I was past going on with it but time elapsed and I didn't post it but it is almost as if you read that anyway!

    Yes, I think the Saxons have to get the credit, although modern structures have been a process of evolution and revolution.
    1500 years ago The Saxons introduced something called The Witan, or basically a 'conference' and consult system between nobles and Kings.
    1066 along came the dictator William The Conqueror,
    he introduces the concept that all citizens in England are now directly responsible to him, centralizing government for the first time.
    HenryII introduces trial by jury, his son John is forced to accept the Magna Carta, very nice for all except vassals and serfs etc, but this slender equality allows for the Witan to evolve splitting the group of 'conferors' into The House Of Commons and The House Of Lords.

    How else could it have operated in colonies with the outcomes it got?<bitter smile>
