If its a fox a fox trap is the go. These are a small cage with a trip floor in them. Once caught you can then shoot it, however if it is not a fox you have the thing captured and can let it loose many km away.
If it is a rat problem they are sneaky sneaky buggers and whilst I have managed to catch them in a trap they are hard to catch. I used Soaked dog nuts to catch them. I have found the best way if possible is to have a .22 with ratshot and then use like a shot gun. shouldn't harm the tank but if does you didn't get this info from me!
I thought wombat to start with as the neighbours have a similar problem under the house and under their water tank, but they are very destructive animals and will move a power of dirt.
You can always try and smoke them out by building a fire nearby and fanning the smoke down the hole. this is quiet a good option also and has worked in the past for me.
