    As you explained, the road has uses beyond your access. NPWS should comply with their agreement.

    Even if the road only provided access to JD's place it is a simple case of stupidity. Either they maintain it or allow the user to do maintenance. NPWS should be liable for this repeated activity in most rural areas they control.
