However im a professional driver i average 200,000 K's Per year. I wish i could get $ 5.00 for every bad driver i see. I would be a very rich retired person.

Have you ever thought the people that dob in bad drivers just might have a sense of humanity in trying to protect other road users. Everyday we read about vehicle accidents. The vehicles themselves dont have the accident its the BAD DRIVER that causes it.
As for dobbing in a hoon or bad driver. I know in victoria that the police will not act on one report but the incident details are recorded on a database and if the same rego keeps coming up then the police investigate. But in saying that they will not investegate if the same person continually makes a report on the same car.
So there are checks and balances in place

lots of assertions, I like the defective vehicle one, top poster reports defects as not having a brake light, or in one 'brake light operating erratically'.
From my perspective on the legals, unless I got the person reporting the 'alleged offence' on paper, a ROI with 50 questions and a signed statement there is no way you would act on anything from that website.
Who are these experts?? and that page about smoking in cars, well unless things have gone to the crapper here in nsw it isn't a reportable offence to drive down the road on your own having a cigarette in the car, but the 'top poster' lists the nsw ones.

This is from the site there is nothing about reporting the matter to the authorities it is purely socially responsible to accept your reports and mediate them with the reporter. Organisations can list their businesses and collate reports is about the only advantage I can see. Lots of reports about P platers, I'd hate to have to get my license again.
HOW RATE THE PLATE WORKS
Members of the public witness incidents related to driving and road safety and report them to Rate the PLATE as Ratings.
These Ratings are displayed publicly, to raise awareness of the incident, until the registered owner of the Rated vehicle joins the community and takes responsibility for their PLATE.
Registered members and organisations are notified if their vehicle(s) are Rated. These Ratings are not displayed to the public as the vehicle owner is taking responsibility.
The "Rater" and "Ratee" are now connected via Rate the PLATE and able to communicate in a non-violent and non-threatening manner.
Incidents can then be safely discussed and resolved between both parties with comments and contributions made from the Rate the PLATE community.
