They were designed and built to circumvent purchase tax, being called a commercial. The Government disallowed the commercial status due to the miniscule load carrying ability. Note the fixed tailgate. Production ceased, and only 497 units were sold. The 20 MPH speed limit for all commercials back then would have been a hinderance too.
