slightly off topic, how many other countries use a similar system and do their road tolls of the young compate statistically? I didn't have this as I got my licence a few months after turning 16 but when I moved to Aus. I wasa told that since my licence was dated from renewal not original time of issue that i would require p plate although i possessed an equivelent to a hr licence! End result the nsw registry allowed me to bypass the p's if i redid my licence again with their inspectors even after proving a ten year blemish free record.
