I thought this reminded me of "p38arover"
Just a couple more with one question that I'm sure somebody can answer.
If all the decompression taps are open a) how would it fire b) how would you know which one to close first c) how many would you close d) if you were cranking the engine by hand how would you reach the taps

They are not decompression taps, they are priming cups. So the answers are a) irrelevant b) irrelevant c) all d) close before cranking.
The idea is to put a dash of petrol in each one, open the taps briefly, then crank. Also useful to add a dash of oil to get some compression if the rings are in a poor state, but basically they are a cold climate device used with carburetters that either do not have a choke or other cold start enrichment device, or it is not very effective.
I wonder what model it is - these pretty much had disappeared by the 1920s.
