A friend and his wife living in Paris had the same noise disturbance, all their neighbors signed a petition that lead to no results before finally requesting the intervention of the police. The case went to court and the neighbors told the judge that on top of not being able to sleep they hand no answer to their kids when asked about the noise.

By the way the lady that was the source of this sound annoyance was nicknamed "The whale".
